It is normally commissioned once sufficient investigation has established what needs to be addressed, but before the remediation works are tendered or constructed. The design converts investigation findings into a defined, buildable solution.

Yes. Existing FRAEW, SBA, façade condition surveys, defect investigations and other technical reports can form the basis of the remediation design, subject to review of their adequacy and completeness.
